March-April is New Years time for a number of Indian States based on their individual regional lunar calendars.

The southern Indian states of Karnataka and Andhra Pradesh will begin their new year - Ugadi. The Marathas will celebrate their new year Gudi Padwa, and the Sindhis will observe Cheti Chand, the coming of new year a day after.

This year, the Telugu, Kannada, and Marathi New Year fall on the same day - Monday, March 31, 2014 - the 16th day of the month of Chaitra, heralding the advent of spring. Cheti Chand falls on Tuesday, April 1, 2014.

This is not the first day of Chaitra month. It is 16th day of the chaitra month. I do not know why new year is celebrated on 16th day of the new year. Chaitra starts from next day of Holi.
